SAA澳大利亞國際標(biāo)準(zhǔn)公司 (Standards Australia International Limited) 是澳大利亞唯一的標(biāo)準(zhǔn)認(rèn)證機(jī)構(gòu)。該機(jī)構(gòu)于1922 年成立，當(dāng)時(shí)名稱為澳大利亞聯(lián)邦工程標(biāo)準(zhǔn)協(xié)會(huì)， 1929 年更名為澳大利亞標(biāo)準(zhǔn)協(xié)會(huì)。隨著業(yè)務(wù)的不斷發(fā)展， 1990 年又增加了質(zhì)量認(rèn)證服務(wù)有限公司 (Quality Assurance Services Pty Ltd) 。1999 年，該機(jī)構(gòu)徹底放棄了協(xié)會(huì)性質(zhì)，以公司形式注冊(cè)至今。
  SAA為澳洲安全認(rèn)證標(biāo)志，為新認(rèn)證RCM的一部份。
  公司發(fā)展
  澳大利亞國際標(biāo)準(zhǔn)公司是相對(duì)中立于政府和用戶的。1988 年它與聯(lián)邦政府簽署了諒解備忘錄，明確了它在澳大利亞的獨(dú)立性和權(quán)威性。公司總部設(shè)在悉尼，在各州有辦事機(jī)構(gòu)，員工共有 500 多人，并在印度、印度尼西亞和新西蘭設(shè)有分支機(jī)構(gòu)。
  無論是進(jìn)口或是在澳當(dāng)?shù)亟M裝的電器產(chǎn)品，在進(jìn)入澳大利亞市場銷售前，首先要通過澳大利亞國際標(biāo)準(zhǔn)公司的認(rèn)證。不同電器產(chǎn)品要做不同的產(chǎn)品質(zhì)量認(rèn)證。
  所有電器產(chǎn)品均要做安全認(rèn)證(SAA）。檢驗(yàn)機(jī)構(gòu)通過對(duì)電器的破壞性試驗(yàn)，檢查電器的安全可靠性，比如在高溫情況下，不間斷地超負(fù)荷使用電器，檢查電器的安全性能。對(duì)洗衣機(jī)的外表要進(jìn)行漏水試驗(yàn)，檢查是否漏電對(duì)電器的插座進(jìn)行非正常使用，看是否有不安全隱患等等。
  進(jìn)入澳大利亞市場的電器產(chǎn)品須符合當(dāng)?shù)氐陌踩ㄒ?guī)，即業(yè)界經(jīng)常面對(duì)的SAA認(rèn)證。由于澳大利亞和新西蘭兩國的互認(rèn)協(xié)議，所有取得澳大利亞認(rèn)證的產(chǎn)品，均可順利地進(jìn)入新西蘭市場銷售。
  SAA 的標(biāo)志主要有兩種，一種是形式認(rèn)可，一種是標(biāo)準(zhǔn)標(biāo)志。形式認(rèn)證是只能樣品負(fù)負(fù)責(zé)，而標(biāo)準(zhǔn)標(biāo)志是需每個(gè)進(jìn)行工廠審查的。目前國內(nèi)申請(qǐng) SAA 認(rèn)證有兩種方式，一種是通過 CB 測試報(bào)告轉(zhuǎn)，若沒有 CB 測試報(bào)告，則也可以直接申請(qǐng) .
  在化化學(xué)工行業(yè)中SAA是表面活性劑的簡稱。
  澳大利亞的標(biāo)準(zhǔn)機(jī)構(gòu)為Standards Association of Australian，所以很多朋友把澳大利亞認(rèn)證稱為SAA認(rèn)證。實(shí)際上SAA只是標(biāo)準(zhǔn)制定機(jī)構(gòu)，而不頒發(fā)產(chǎn)品認(rèn)證證書。SAA后來又改名為：Standards Australia Limited。SAA是獨(dú)立的公司，與政府沒有直接的關(guān)系，但是聯(lián)邦政府和州政府是它其中的成員。SAA和澳大利亞聯(lián)邦政府簽署了一個(gè)備忘錄，承認(rèn)SAA是澳大利亞的非政府標(biāo)準(zhǔn)組織的最高組織。備忘錄也指出，標(biāo)準(zhǔn)的制定要與WTO的要求一致。因此，有協(xié)議指出當(dāng)合適的國際標(biāo)準(zhǔn)已存在時(shí)，就不用制定新的澳大利亞標(biāo)準(zhǔn)。澳大利亞的標(biāo)準(zhǔn)以“AS”開頭，澳大利亞與新西蘭的聯(lián)合標(biāo)準(zhǔn)以“AS/NZS”開頭。澳大利亞的標(biāo)準(zhǔn)與新西蘭的標(biāo)準(zhǔn)基本與IEC一致，同時(shí)存在一些國家差異。澳大利亞和新西蘭推行標(biāo)準(zhǔn)的統(tǒng)一和認(rèn)證的相互認(rèn)可，產(chǎn)品只要取得一個(gè)國家的認(rèn)證后就可在另外一個(gè)國家銷售。
  監(jiān)督機(jī)構(gòu)
  澳大利亞是聯(lián)邦國家，電器安全及能耗要求的認(rèn)證、控制和管理工作由各個(gè)州或地區(qū)的監(jiān)控部門（Regulatory Authority）按照本州/地區(qū)的認(rèn)證程序進(jìn)行。任何一個(gè)州頒發(fā)的證書在其他州/地區(qū)同樣有效，不用任何附加手續(xù)。此外，SAA標(biāo)準(zhǔn)制定機(jī)構(gòu)的全資子公司QAS（Quality Assurance Services Pty Ltd.）是澳大利亞的NCB（National Certification Body），其出具的證書也到了各個(gè)州或地區(qū)的承認(rèn)，具有同等的效力。
  認(rèn)證要求
  1.SAA認(rèn)證和C-Tick認(rèn)證將逐步取消，代之以RCM認(rèn)證，該認(rèn)證涵蓋安規(guī)和EMC（C—TIck可能仍然會(huì)適用于一些小功率的無線產(chǎn)品）。
  2.所有電子產(chǎn)品，將分為三類：High，medium, low Risk。我們沒有詳細(xì)的劃分范圍資料，一般來說，電池驅(qū)動(dòng)和電壓在12V以下的產(chǎn)品是低風(fēng)險(xiǎn)，240V標(biāo)準(zhǔn)電壓產(chǎn)品為中風(fēng)險(xiǎn)，高電壓產(chǎn)品為高風(fēng)險(xiǎn)。低風(fēng)險(xiǎn)產(chǎn)品的緩沖期是6個(gè)月，中高風(fēng)險(xiǎn)產(chǎn)品緩沖期為3年（該期限是澳洲相關(guān)協(xié)會(huì)的建議，但是具體法令上政府還沒有最終確認(rèn)）。
  3.RCM認(rèn)證只能由澳洲當(dāng)?shù)毓旧暾?qǐng)，該公司必須向澳洲政府申請(qǐng)一個(gè)RCM號(hào)碼。中國生產(chǎn)商和出口商可以用自己的名義申請(qǐng)IEC或者AS/NZS報(bào)告，但是該報(bào)告必須交由澳洲進(jìn)口商來申請(qǐng)RCM。申請(qǐng)注冊(cè)費(fèi)用為每年每產(chǎn)品每商標(biāo)75澳幣（舉例說明，澳洲某個(gè)公司擁有兩個(gè)商標(biāo)：A和B，他從中國進(jìn)口了完全相同的一個(gè)批次的產(chǎn)品，一半打上A的商標(biāo)，一個(gè)打上B的商標(biāo)，那意味著必須支付150澳幣每年的注冊(cè)費(fèi)用）。
  4.根據(jù)該專家的意見，由于進(jìn)口商將承擔(dān)產(chǎn)品質(zhì)量不合格的風(fēng)險(xiǎn)（責(zé)任方），而且非澳洲公司無法直接申請(qǐng)RCM認(rèn)證。則估計(jì)，越來越多的稍有規(guī)模的澳大利亞公司，為了降低費(fèi)用，由中國生產(chǎn)廠承擔(dān)費(fèi)用制作報(bào)告和申請(qǐng)SAA的做法。他們將傾向于指定有一定能力和聲望的實(shí)驗(yàn)室，提供保險(xiǎn)的報(bào)告和測試數(shù)據(jù)，再由他們來申請(qǐng)澳洲RCM認(rèn)證。
  5.理論上，澳大利亞實(shí)驗(yàn)室也可以作為申請(qǐng)方幫助某個(gè)公司獲得RCM的認(rèn)證。但是根據(jù)該專家的意見，由于從法律上承擔(dān)的責(zé)任較大，估計(jì)大部分澳大利亞實(shí)驗(yàn)室不會(huì)主動(dòng)冒這個(gè)風(fēng)險(xiǎn)，即使來做，相關(guān)費(fèi)用也可能會(huì)比較高。[1]
  安全認(rèn)證
  澳大利亞沒有統(tǒng)一的安全認(rèn)證標(biāo)志，各個(gè)州或地區(qū)都先后以立法的形式規(guī)定了對(duì)電器產(chǎn)品的管理方法。雖然名稱及頒布的日期不盡相同，各個(gè)州或地區(qū)關(guān)于電氣安全立法的內(nèi)容基本一致。電氣產(chǎn)品分為管制類電氣（prescribed product）和非管制類產(chǎn)品（Non-prescribed product）。
  管制類電氣產(chǎn)品根據(jù)AS/NZS4417.2劃分，包含電熱設(shè)備、制冷設(shè)備、電動(dòng)工具、零部件等。目錄在政府的公報(bào)上公布，并根據(jù)實(shí)際情況增加。昆士蘭州、新南威爾士州及維多利亞州在認(rèn)證進(jìn)程中最為活躍。以昆士蘭州為例，電力法（the electricity Act 1994）宣布了電器認(rèn)證、銷售及使用的詳細(xì)規(guī)定。
  管制電器
  管制類電器強(qiáng)制必須取得由監(jiān)控部門頒發(fā)的認(rèn)可證書（certificate of approval），并且規(guī)定標(biāo)識(shí)（必須打上證書號(hào)）。應(yīng)當(dāng)注意的是，認(rèn)證程序只針對(duì)安全性而非性能或品質(zhì)，除非與安全性相關(guān)。證書號(hào)的第一個(gè)字母顯示該證書由哪個(gè)州或地區(qū)頒發(fā)。如：

  非管制類
  非管制類產(chǎn)品雖然不強(qiáng)制取得認(rèn)證，但其安全性由銷售商/生產(chǎn)商負(fù)責(zé)，可以自愿申請(qǐng)認(rèn)證。監(jiān)控部門將為符合標(biāo)準(zhǔn)要求的產(chǎn)品頒發(fā)符合性證書（Certificate of Suitability）.取得符合性證書的電器產(chǎn)品可以打上證書號(hào)，證書好最后的字母顯示該證書由哪個(gè)州或地區(qū)頒發(fā)，如：
  CS/431/Q（昆士蘭）
  CS/108/N(新南威爾士）
  RCM標(biāo)志：澳大利亞和新西蘭正在引入RCM標(biāo)志（Regulatory Compliance Mark），以實(shí)現(xiàn)電氣產(chǎn)品的統(tǒng)一標(biāo)識(shí)，該標(biāo)志是澳大利亞與新西蘭的監(jiān)管機(jī)構(gòu)擁有的商標(biāo)，表示產(chǎn)品同時(shí)符合安規(guī)和EMC要求，是非強(qiáng)制性的。在產(chǎn)品取得安全認(rèn)證和電磁兼容注冊(cè)后，可通過頒發(fā)安全認(rèn)證的監(jiān)管機(jī)構(gòu)或“RCM Registrar”（Standards Australia）申請(qǐng)使用RCM標(biāo)志。
SAIGLOBAL標(biāo)志：是由SAI（原來的SAI）頒發(fā)的產(chǎn)品安全標(biāo)志，這個(gè)標(biāo)志是非強(qiáng)制的，并且需要工廠檢查等等。
  能耗標(biāo)簽
  盡管在大部分州與地區(qū)對(duì)白家電與家用空調(diào)的能耗都有類似的強(qiáng)制要求，各個(gè)州的強(qiáng)制認(rèn)證產(chǎn)品目錄不盡相同。目前昆士蘭州與維多利亞州的產(chǎn)品目錄最為齊全。任何一個(gè)州的登記在其他的州與地區(qū)也同樣有效。能耗要求適用于下列家用電氣：
  電冰箱與制冷器（測試標(biāo)準(zhǔn)：AS/NZS 44741.1、AS/NZS 4474.2)
  洗衣機(jī)（測試標(biāo)準(zhǔn)：AS/NZS 2040.1 、AS/NZS2040.2)
  干衣機(jī)（測試標(biāo)準(zhǔn)：AS/NZS2442.1、AS/NZS2442.2)
  洗碗機(jī)（測試標(biāo)準(zhǔn)：AS/NZS 2007.1、AS/NZS2007.2)
  單向家用空調(diào)（測試標(biāo)準(zhǔn)：AS/NZS3823.1.1、 AS/NZS3823.1.2、AS/NZS3823.2、AS/NZS3823.3）申請(qǐng)人必須向監(jiān)控機(jī)構(gòu)提交申請(qǐng)表并附上完整正確的測試報(bào)告及能耗標(biāo)簽的樣本。測試報(bào)告必須由經(jīng)認(rèn)可的實(shí)驗(yàn)室出具，自簽發(fā)日起三年內(nèi)有效。
  安全性
  電磁安全性要求：電子電器產(chǎn)品進(jìn)入澳洲，除安全標(biāo)示外，還應(yīng)該有EMC標(biāo)志即c-tick 標(biāo)志。目的是保護(hù)無線電通訊頻段的資源，它規(guī)定的實(shí)施制度有點(diǎn)類似于歐洲的EMC指令. 因此，可以由生產(chǎn)商/進(jìn)口商進(jìn)行自我聲明。但是，在申請(qǐng)C-tick標(biāo)志之前，必須要按相關(guān)CISPR標(biāo)準(zhǔn)進(jìn)行測試。并要由澳洲進(jìn)口商背書&；提交報(bào)告。澳洲 ACA(Australian Commication Authority) 統(tǒng)一受理，發(fā)放登記號(hào)碼。
  在澳大利亞電磁兼容性由ACA（Australian Communications Authority）監(jiān)控，在澳大利亞的EMC體系下，產(chǎn)品分為三類，供應(yīng)商在銷售二、三類產(chǎn)品前必須在ACA注冊(cè)申請(qǐng)使用C-TICK 標(biāo)志。
  一類產(chǎn)品：對(duì)使用無線頻譜的設(shè)備干擾輻射較低的產(chǎn)品，如手動(dòng)開關(guān)、簡單的繼電器、單向鼠籠式電感電機(jī)、電阻等。這類產(chǎn)品在生產(chǎn)銷售時(shí)可自愿申請(qǐng)使用c-tick標(biāo)志。
  二類產(chǎn)品：對(duì)使用無線頻譜的設(shè)備干擾輻射較高的產(chǎn)品，如開關(guān)電源、電焊機(jī)、調(diào)光器、大部分的家用電器等。
  三類產(chǎn)品：對(duì)使用無線頻譜的設(shè)備干擾極高的產(chǎn)品，即CISPR11與CISPR22覆蓋的產(chǎn)品。由于在ACA注冊(cè)申請(qǐng)使用C-TICK標(biāo)志的申請(qǐng)人只限于在澳大利亞或新西蘭的注冊(cè)公司，可通過澳大利亞或新西蘭的買家或在澳大利亞或新西蘭由分支機(jī)構(gòu)/合作伙伴的認(rèn)證機(jī)構(gòu)申請(qǐng)。
  應(yīng)用架構(gòu)
  系統(tǒng)應(yīng)用構(gòu)架：SSA(System Application Architecture）指IBM 的跨平臺(tái)程式發(fā)展架構(gòu)標(biāo)準(zhǔn)，依據(jù)此架構(gòu)開發(fā)的程式可在數(shù)種符合SAA標(biāo)準(zhǔn)的平臺(tái) (PLATFORM) 與作業(yè)系統(tǒng) (OS) 上執(zhí)行。
